This research addresses a critical gap in understanding how NATO and the European Union build resilience to contemporary security threats through civil preparedness. The research examines how the relationship between these organisations can be most effectively conceptualised and analysed, whether traditional cooperative or competitive frameworks adequately explain institutional dynamics, or whether elements of the coopetition framework might offer supplementary analytical perspectives when appropriately adapted to security contexts. Through empirical validation, the study examines both theoretical frameworks and practical implementation in specific national contexts.
